Incorporate into each Alternative Scenario land use patterns that strive to follow the primary principles of livability which derive from the "Draft Compact for a Sustainable Bay Area":
Provide sufficient housing at rental and sales prices that will be affordable to the new households formed due to population changes and workforce changes.
Promote social and economic investment in neighborhood preservation and revitalization to accommodate a portion of new growth while preventing displacement and dislocation.
Preserve and restore the natural assets of our region, including the San Francisco Bay, farmland, open space, other habitats, and our air ands water quality.
